A lot of aircraft have classified materials/parts such as computers that are critical to operating the aircraft but you don't want falling into outside hands.

With more common vehicles like tanks, there's not enough customers to buy all of them. An African dictator might just buy the immediately serviceable ones and not bother with the ones that would require extensive repairs.

When the F-14 Tomcat was retired from service, the US Navy ordered the overwhelming majority of aircraft to be immediately destroyed rather than put into storage or resold abroad out of concerns that Iran (the only other user of the F-14) might obtain and cannibalize them to service their own aircraft. Only a handful of airframes were saved to be put on display and only after they were stripped of the components that made them airworthy.

712 F-14s were built between 1969 and 1991, of which 79 were sold to Iran (it was supposed to be 80 but the last plane was withheld because of the fall of the Shah). 19-44 of them are estimated to be still in service (quite impressive considering their age and the fact the Iranians only bought 10 years worth of replacement parts).

Ironically enough, the F-14 showed its true combat potential in Iranian service rather than American. 160 air-to-air kills.

The steel is the least valuable thing on those planes. Computers, wiring, engines, and other pieces of technology are not only top secret but extremely expensive.

The Soviets hadn't fought a major war in nearly forty years by that point so it came as a shock to them. America on the other hand had at least one major military operation that required mobilization of tens of thousands of troops for every decade of the Cold War.
