A fair bunch of findings, mostly on urban areas, are done when there are construction works. Today archaelogical studies are mandatory and public projects tend to respect that but they usually force archaelogist to work really quick to beging with the constructions.
And when private interests are involved the care tends to shrink some people avoid telling anoyone about findings on their private properties to avoid archaelogists stopping their projects for months. They prefer to build over archaelogical sites or just destroy then.
