Depends on your definition of good and evil. We can assume a baby is born with genetic dispositions but we'll have to define whether each inherited trait is good or evil. If someone defines it we can go from there

Evil. Human beings, from birth, are primarily concerned solely for themselves and have no problems fucking over other people to get what they want. Have you ever seen how children treat each other? Little kids? It's not pretty. Beyond that, though, history has shown us that human beings have the capacity to do incredibly 'evil' things, and more often than not, do them. Good morals and instruction have to be impressed on a person in order for someone to become 'good.' Ultimately, human beings are naturally evil because it is simply easier to be bad than it is to be good.

3rd isnt a born human though

Humans are mostly born evil. Babies are wholly egocentric, they don't even have a concept that other people exist at all until they develop a theory of mind around age 6. There's a reason we constantly tell children how to behave, and very seldom have the problem of having to explain to them that they are "too good" and will be taken advantage of. Morality is something we have to learn, and for most of us it is something we wrestle with all our lives, this is because we are risen apes and not fallen angels.
