Most pilots, and then tank crews, were trained in those two countries so I can see where the confusion can come from. There were Soviets in-country, but really just to collect SAM data for improvements back home. As an aside, NVA tankers suffered because while they were trained by the Soviets, nobody was willing to fly the infantry to Ukraine to train with them (plane tickets are expensive you know), and as a result failed miserably at cooperating with armored units.
Van Bay at least is still alive and has done interviews with foreigners. He actually got 10 kills according to the North Vietnamese counting of shared kills (if a pilot meaningfully helped take down an aircraft, he got to count it).

No. China had over 300,000 soldiers in North Vietnam during the 60's. Many pilots and transport drivers were Chinese/Soviets.
