But Rome had more than militarism, Sparta and Prussia are literally only that.

The Spartans never aided the Persians in attacking the Greece mainland, they only ceded the Greek city states in Asia Minor to the Persians for the money they needed to win the Peloponnesian War. At that time they were more than eager to accept Persian satraps over Athenian domination, considering the fact that the Persians only destroyed your walls and razed your city to the ground after your polis started a rebellion against their Empire.
