I would say Soviet Union, but it depends on ear. Czechoslovakia was definitely wealthiest and best to live, also political repression basically did not existed in huge extend.

Albania was basically Europe's North Korea. Romania might have been brutal, but it was not driven into starvation and poverty by a paranoid state leader who wanted to keep his people as isolated as possible. It was pure autism.
