Which countries had active nuclear programs with the intention of building nuclear weapons, but ultimately failed or abandoned their programs? I already know libya, iraq, japan, and iran have had historically tried building nuclear weapons.

Argentina and Brazil were both very close to getting the bomb, Argentina even developed Medium-range Ballistic Missiles alongside. When democracy returned in the 1980s both agreed to dismantle their nuclear weapons plans and join the NPT together.

Both still enrich uranium for peaceful uses and have large nuclear research infraestructure. The know-how is still there.

Argentina became a Major Non-NATO Ally of the USA in the 1990s and basically integrated into the Western Alliance system. They traded nukes for free trade and integration into the world economy.

I don't know what Brazil got out of it though.
But it's a sensible choice when you realize that the NTP members will basically completely isolate any country seeking nukes with sanctions.

Only dictatorships can afford to withstand the sanctions through sheer repression of their subjects. But isolation is too high a cost on economic growth.
