Being a State Governor in Murrika is literally like being a president in smaller countries.

He was one of the big names of the late 80's to early 90's and there's shitloads of stuff from that period referencing him or featuring him, why else do you think he had that cameo in Home Alone 2? It was because most of the audience in 1992 would recognize him.
