Original source for the Latin American average is CEPAL 2012, which includes "Latin America and the Caribbean", including shitholes like Haiti.

In reality Chile GDP per capita is much closer to the South American average, and hardly a miracle. (Both Argentina and Uruguay, perennial economic basket cases, are richer)
