2. The Nero decree was born of Hitler's adherence to an absolutist ideology in which he claimed that Germany was morally and genetically flawed. This was why the war against Russia had been lost and, that being the case, Germany should not be allowed to survive the war. In the final days of the conflict he was basically ordering Germany to collectively destroy itself. Speer refused to carry out the order and convinced gauleiters and commanders to disobey it.

You are trying to make it seem like Hitler started a black flag operation against his own people in the final days of the conflict, but this seems unlikely. While Hitler was furious about being defeated, he was a socialist, and as such he would be unlikely to deliberately hurt his own people - even if he felt they were unworthy of survival. The Nero order did deny them of the means to survive (water, food, transport systems etc) but it didnt seek to directly attack/rape them.

Also: There were over 5 million recorded rapes in the the russian advance into Germany (Antony Beevor, Berlin Downfall 1945) - even if Hitler did give such an order, the russians definitely did a lot more damage; to the extent that the genetics of germany have been changed by the addition of so many soviet rape victim births.
