Railway guns were a type of weapon deployed by every major power back then.

that's a standard and actually useful railway gun. relatively mobile, can affix it to any standard engine and run along any captured railway with the gage adjusted.

OP's example is a giant immobile behemoth which requires two separate parallel railways to run on, travels at walking speed and might aswell have a giant bullseye painted on it for passing aircraft.
