Let's be honest Japan did much better while they still used window guidance by the central bank (well after the WW2), it was only after the economic bubble in the 90's that they fully embraced liberalization and they've been stagnating ever since.

Just because they didn't "fully embrace liberalization" before the 90's doesn't mean that they didn't embrace it to a huge degree. Intervention by central banks is not mutually exclusive from economic liberalization either (and central bank intervention is very common in economically liberalized nations). The fact is that the Japanese government eased restrictions on trade and lowered taxes to boost Japanese economic performance in the post-war period, which contributed significantly to Japan's economic success.

It wasn't 'intervention by central banks'. It was window guidance. The japanese government did what you said but simultaneously steered the whole economy. Effectively, they kept the war economy going (to some degree) until the BOJ decided to change that in the late 80's
