oh idk maybe because horses cant swim and if they get into a fleet then theyre playing into china's hands since the chinese would crush them at sea and would love an opportunity to kill off a bunch of horsefuckers in boats assuming the weather doesnt do it for them. Thats exactly the sort of force multiplier the chinese want, horse tribes are most effective in the open, your asking for distaster attempting to go around by sea. First youd have to beat the chinese navy, which you probably wouldnt since theyre a civilized society with more advanced naval warfare, and even if you won youd have to do a sea landing, which you cant use your horses for, another force multiplier for the chinese, who get to fight dismounted horsefuckers coming off of ships, half of which are probably sick. Horse tribes historically so not fare well at sea. see: mongol invasion of japan.

You don't need a navy. The wall itself has guards, you know? And they'll be shooting at anybody who tries to go around, either with arrows or primitive gunpowder weapons.

The wall isn't even very high, it's not supposed to be some sort of impenetrable defence.
