How did Europeans go from creating the most beautiful art to some of the worst. I mean this stuff doesn't even look European. It's completely foreign.

Have you considered that art goes through trends and what's beautiful is actually subjective?

Classical art focused on the beauty of the piece itself vs late Imperial and early medieval art focusing on the message piece is conveying.

This trend starts up as Emperors stop being considered "the first citizen" to literal gods on Earth. The more important a figure is the: more centered they are in the piece, the larger they are in relation to others, the higher they stand in relation to others.
This trend continues when the Empire converts to Christianity. Christ and Saints will almost be the center of whatever piece they are a part of.
Lastly, this style is not Islamic. The Islamic world took this style of art straight from late Imperial art styles

And before you judge every mosaic of the early Christian era to look like OP, here is another from the same period in Italy.

The difference I guess is the more Greeco-Byzantine style in the Justinian portrait compared to the more Roman in pic related.

The reason Byzantine and Coptic style religious art looks in a way that's a little weird is that it's supposed to be in a way that communicates the subject's mastery of their passions, so as to inspire lack of passions in the viewer. That's why they usually lack expression, because they're supposed to be totally calm.

Also, there gets to be a problem when you make art that looks realistic for religious purposes: How do you portray Christ, or the Virgin Mary without depicting them as perfect, immaculate figures? You don't want to make your religious imagery physically attractive in a religion that dislikes lust.

Here's a modern Ukrainian Catholic image of the Virgin Mary. You can see how someone might be inspired with a different feeling than chastity and reverence.
