he's saying that democracy isn't "good" but it's better than the previous forms of government in history. For example Democracy is a solid turd that only requires 1 or 2 wipes to clean off but other forms we know of are liquid diarrhea and fucks your stomach up. I personally don't agree with his assessment though.
