Well, first of all, we have to take care of Germany. To this end, I would give Posen and Torun to Poland, Elsaß-Lothringen and Slesvig-Holsten to Denmark to cut majority non-German regions out of Germany. I would have the Entente occupy the Rhineland, as well as the Ruhr, to deprive Germany of its war industry and resources. Then, to remove the militarism from the German nation, Prussia should be seperated from the main German state. This would mean that Upper Silesia and Masovia would not be cut out of Prussia, and Poland should be given Oldenburg instead. Lastly, Sachsen-Weimar-Eisenach should be liberated, to be made an independent member of the League of Nations, to take the place of the US.

Then we must make sure Germany cannot invade Belgium again. The simplest way to guarantee this is to delete Belgium.

Poland should be given living space in the East to make space for its German-speaking minority. Wilno is to be given to its rightful Lithuanian owners.

Austria-Hungary should be split into its component nations in accord with its natural borders. , the Alps and Sudetes mountainsand the natural borders of Austria, and the rivers Danube and Tisza, as well as the Székelyföld, as the natural borders of Hungary To uphold ethnic self-determination, Austria should be given the German-majority Banat and parts of Transylvania.

The newly formed states are to have an incomplete industry that forces them to trade with the winners of the war. Integrate them in a system of alliances with the winners that guarantees their territory and ensures that they're safe and that they won't be united either at the same time.
Be cool about reparations and occupation, that's not the solution. Make it so that the best option is to peacefully trade with other Europeans. Germanic would-be states can be powerful in man many ways, just not in heavy industry and armament.
