By 1964 Japan had unveiled the world's fastest train while China suffered under the world's largest famine. By the 1980s Japanese companies were already operating in America via things like NUMMI, while China was only just starting to recover from Mao.

Put simply, Japs at least got new things built for them. Chinese citizens had everything (their homes, their families, their culture) taken from them.

Japan is no different than any other prosperous western country. The problems you describe indicate their integration into the global world order.
