Not Persian, just empires that encompassed in Persia/Iran. You are right about the Safavids, Samanids, Buyids, and Pahlavis.

If your empire
1) encompasses the iranian plateau in any significant extent
2) uses persian as the main literary/administrative language
3) contribute to the persian cultural milieu (the seljuks majorly expanded persianate tradition and also LARPed as Shahnameh characters, one of the Ilkhanate's main cultural achievements is creating a Shahnameh)
4) has rulers that speak persian (if not necessarily as a mother tongue, see parthians and safavids)

Then that should make you pretty persian. It confuses me why you would consider the safavids as persians but not the qajars for example.

Because the Safavids are ethnically Iranian like the Sassanians or Achaemenids, the Qajars are not, nor are the Seljuks, Ilkhante, Mongols, or any other Turkic dynasty. So don't play semantics by just arguing they are "Persian empires" because its a regional power that just sits on Iran without being ethnically related to them. The Qajars are Persianized but they are no more Persian than the Turks are Romans.

Safavids were Azeri Turks from Ardabil, Qajars were Azeri Turks from Karabakh, both founded by the same ethnic group.

Only difference is that Qajars were incompetent retards, especially compared to the Safavids.
