And spoiler: as soon as we get permanent habitation in space, those space civilizations will rebel and become independent. A war between earth and any spacebound power would be basically unwinnable for earth, the earth government would be completely hamstrung by having to launch craft from the surface of the earth in to orbit. Also, big rocks that swing by sort of in earth's direction exist and could, with minor course corrections, be redirected right on to earth, causing a mass extinction event. And all it would take is the space side having a few months of superiority in the space theater. Earth will be relegated to irrelevant backwater as soon as the first space colonies get firmly established, and will always be subservient to them from then on.

Perhaps a worldwide confederation would be more realistic, each state retaining substantial autonomy and cultural identity, but no army (only a small federal peacekeeping force would remain) ; anything pertaining to space exploration would be organized on the federal level, with every state contributing to and benefitting from it. This seems unlikely to happen though.

If we ever want humanity to unite, we need a common enemy or at least opponent. This can only be achieved if we somehow discover an alien species we can scapegoat and oppose.
