I genuinely see no problem with 90% of this. Gallia needs to be split into Brittany and Aquitaine, Spain needs to be divided differently to create Aragon as an independent state, and France needs to have Provence cleaved off from the bottom. Also, Lombardia should end at the Alps.

This doesn't seem that extreme actually. Most of these still have a majority ethnicity and some cultural basis.

"Prussia" for example is majority Protestant German with Protestant Danes as a large minority. If they were forced to live together they would eventually get along and Danes would have some sort of autonomy.
"Great Bavaria" is mostly German.
"France" is still mostly French
"Flemingia" is mostly Dutch people and Northern Germans which are still similar to some degree.
