On the off-chance this is serious, you watch for a long string of matches from one of the three categories: odd/even, below/over 15, and red/black. When you see a long string that all matches such as red, over 15, and even more than 3-4 in a row, put 10$ on the opposite of every category.

The reason there is an optimal strategy here is because you are not interested in taking risk to earn anymore than $100.
Allin red, then bet 40 on red, is a pretty good strategy. You will get to $100 more than 25% of the time, because even if you lose your second bet, you have the ability to triple up.
You could also bet enough on a specific number to earn the exact amount you are away from 100, and do that repeatedly, only needing to get lucky once in order to win
