Not really. It's probably more like half and half. France and Spain weren't founded on ethnic nationalism. England is debatable. And even where ethnic nationalism was the main unifying factor, a lot of the time it was unscientific, based on fantasy and imagination rather than actual genetic proximity.

In fact, nationalism in the Austro-Hungarian empire was defined mostly in a political-factional sense. A group of Hungarian nobles, Polish upper-class separatists, Slovenian language speakers etc. Not couched in ethnic terms whatsoever.

a nation is a political construct, a ethnos is what one is born into, as in a language and a culture and a set of identities, but thats not a nationality, a nationality is a official designation written into your documents, in the sense of culture it is beyond ethinc culture, a official language is not the same thing as dialect, state ideology is not how people actualy think, national foreign and domestic policies are not necesarily a reflection of what people would do or choose, and even as a identity its super-ethnic, precisely because its a superstructure, your ethnicity is what you are, not your passport, ethno-nationalism as a concept isnt mearly redundant and tautological, it degenerates both elements, since one or both get negated when equated, either ethnicity is negated and leveled out into a nation monolith, which is simply a lie, or the nation is fragmented as every ethnicity is aserted over the whole, which then looks something like bosna
