Stalin planned to annex the entire country. Instead he only got a small part of it. When you consider the massive disparity in manpower and material between the two sides, the Finns did damn good.

This is inaccurate, Finland approached the soviet union to get a peace treaty, the soviets were fine continuing the war as they had smashed the Finnish defensive line.

Actually Finland had to give up significantly more than the soviet union had initially demand of them in November 1939 just to get a peace treaty.

also annexing Finland was never one of the SU's war goals, the hope was that they could be peacefully be bullied into giving up concessions like the baltic states, which could then be used to either stage a coup or bully further concessions from a position of greater strength. There was a general misunderstanding about the situation in Finland by some in the Soviet diplomatic corps. The Russian revolution had spread to Finland in late 1917, and there was a similar civil war like in Russia. Except in Finland the Whites won. The Soviets assumed that they could be greeted as liberators by the former Reds, who would be happy to get revenge for their loss in the civil war. However Finland's economy had done very well in the 1920s, and had weathered the great depression better than just about anyone, also the democratic government set up by the Whites had done a good job of integrating rather than persecuting the Reds, so that fifth column never materialized. Once the Soviets realized this they began to understand that Finland would be easier to manage as a semi-colony than full annexation.

Well thats just not true The soviets sent their peace conditions first, on 29. of january and the finns turned them down, saying that at most they would agree to demilitarisation of the sea.
Also its pretty clear that the russians would have asked for more and more if the finns gave in. In fact they did, in 1941 they demanded the northern part of Finland, which then lead to the continuation war. The soviets made their intentions very clear, and we have countless examples of what happened to countries that didn't fight them.
