Rehabilitation, 100%. Society needs its members to be orderly and productive. Punishment cannot achieve this like rehabilitation can. Rehabilitation makes good citizens, punishment tells citizens to not do it again, or you get the paddle.

Punishment acts as a deterrent against crime. Rehabilitation, from an economic sense, turns a monkey drainer into a tax payer. So both have merits.

For me it depends on the crime and the individual. I lean towards punishment though.

Complete sensitory deprivation is a punishment twice as effective, that takes a fraction of the time to take effect.

Tough punishments have never been a good preventative measure. Its only benefit seems to be in fulfilling some emotional need to see people punished.

In actual cases it simply hardens criminals. Sure you'll always have your shit heads but too many people have their lives ruined by the punative prison systems much of the world employs.

Ultimately, we end up paying more for these unemployable and cost draining practices.

Rehabilitation is the way to go. Prisons should be a place that at least tries to teach you to be a better person. At the very least do a better job of separating people who were just stupid away from the people who are definitely sociopaths.

The justice system determines what is the best course of action. It is not limited to one or the other. A judge literally passes judgment on your character and determines whether or not you are redeemable.

First the for-profit prison system in the US needs to be abolished. As long as it exists there will always be incentives to keep people, especially blacks, in prison. There will always be incentives for Republicans go create bullshit laws that are only designed to put people in prison. The prison system only hardening criminals is no accident. They let those places flourish only to increase the likelihood of repeat offenders.

The federal government needs to take over the prison system focus on rehabilitation. There should be a checks and balance system in place that gives incentive to successfully rehabilitate as many criminals as possible.
