The brits were dirt poor after the world war, Singapore and anything "east of Gibraltar" was seen to be too expensive to maintain. Furthermore, while Singapore was still an important colony and blessed with perhaps one of the most geopolitically strategic locations in the world, it was nowhere near the economic powerhouse it was today till the big Lee administration.
Honestly: England never considered the Pacific to be a priority and didn't want to spend the money to maintain an empire. This is also why they had to buy missiles and planes off America.

Why didn't America step up?
Because Singapore was a shantytown in the 1940s and not the futuristic metropolis we know it as today?
Because they threw away their empire with WW2 just for Germany to end up taking over Europe a few decades later anyway.
