Yes, but not in the way you think
It looks that way because it draws heavily from the 1930s-1940s American cartoons that flooded into Japan with the occupational American forces at the end of WW2. It inspired Japanese artists to emulate the iconic noodle style comic and animation characters of the era.
Just take a look at the grandfather of manga, osamu tezuka. Oblong headed characters with exaggerated expressions and distinctly large, expressive eyes over more stationary, inexpressive features like the nose and ears.
It is the divergence point from which Anime comes from Western Art. Which, humorously enough is itself derived from artists like Windsor McCay, the grandfather of all comics and cartoons, who followed the aesthetics emerging from Art nouveau which developed in Europe after European artists were inspired by the outlined characters and flat motifs of ukiyo-e prints from japan.
So to be frank, no, it's not because the Japanese saw a white persons face and went "this should be the basis of our cartoons" but more that the Japanese saw mickey mouse, popeye and Betty boop and were inspired.

Somewhat. Anime characters tend to just be a mix bag of different traits and it's hard if not impossible to tell what the race is supposed to be. They arn't specifically white but they do often have some white features because 'exotic feature is different', and in general they aren't made to look like anything.
Because if they wanted to show a character who is actually white, they always make them blond and often with a huge nose and square chin.
