Coinbase takes a while, expect a wait of up to 1-2 hours.

This is rule #1. Coinbase loves to fuck people over and this is one way they do it.

They don't like it if you do. Coinbase tracks your transactions: if you send directly to a gambling site or a dnm, they'll close your account. They also don't want you to send directly to another exchange.

You shouldn't use coinbase as your wallet anyway.

but have not tried to send from cbase to binance.

You can use an intermediary wallet. If you don't like running a node, use myetherwallet.com (MEW) or metamask (chrome only).
I like MEW. Make sure to bookmark it and only access the website that way, or even use a browser only for MEW. It'll make you download an encrypted file containing your private key. You can store your tokens on it too.
There are video tutorials for MEW and I'm too lazy to type more.
