Because the USA pardoned the doctors of Unit 731 unilaterally in exchange for their research data. That data singlehandedly established the US bio-warfare program in Maryland which would later nurse MKULTRA. The soviets, who only stole a fraction of the research and tried then hanged a physician from the unit, were kneecapped in their own "biopreparat" and had to take extreme, dangerous risks to keep up, one of which obliterated a Siberian town with anthrax.
