Germany repaired itself in the 1920s. Hitler came to power in 1930s, after the crisis. In late 1920s Germany was again one of the richest countries in the world. Great powers supported its policy after Locarno and there were plans to further reduce Germany's reparations. Radicals from left and right were weak and everything was going well.

To understand the Nazi's rise to power, you have to look at the financial game being orchestrated from Britain, who had never fully attained its goals in the first WW, which would be complete disintegration of Germany (The Brits had always feared an alliance of Germany and Russia that could control trade from the ports of Europe all the way to those of Southeastern Asia). To go about their game of provoking a reactionary movement in Germany, they first would demand huge reparations for the first WW, destabilizing the German government, and once the reactionary party was in place, infuse money for the Germans to rebuild the war machine, afterwards, jerking the rug out from under the same with an engineered collapse. Britain was actually actively working to revive Germany as a significant force to contain a revived France who were carving up Europe into their playground ("little Entente"), playing on the fears invoked by Germany and the Soviet Union. For example, Britain paved the way for Germany strengthening their military power with the naval pact in the 1930s, and advised that France deal leniency to Hitler's government.

If anyone wanted Germany down, it was France, but hardly Britain who were happy for a Germany v. France struggle on the continent to contain the two.
