If you were doing this with the intention of losing weight but did not watch your diet at the same time, yes you wasted your time. 15min cardio and nothing else is probably a waste of time anyway, but it's better than 15min more couch.

Get on a bike, ride in one direction for an hour, try to find your way back for an hour, actually look up the way (smartphone, boards, whatever), ride back home. You probably can't do this everyday, but if you can, it's actually a very fun and refreshing way of cardio. Also, running is a better exercise.
