You can do flies lying on the floor. It's not ideal but it's possible.
I did your're mom lying on the floor, she wasn't ideal but i did her anyway
Curl those, do pushups with feet raised, do pullups. Now you are small curl bro mode. Better than does nothing mode.
With just dumbells? Yes. With just 30lb dumbells? No.

Do you mean that you only have one pair of dumbbells? Then no.
if you only have dumbbells, doing dumbbell versions of olympic lifts will get you strong. snatches, cleans, jerks, clean and jerks, and pulls can all be done one hand or 2 handed. mind you the dumbbells will have to be heavy enough.
my current routine is only dumbbells, i do swings, cleans, and jerks on one day, clean and presses and snatches on another, then deadlifts, farmers walks and bodyweight stuff on the third.

If you have a pair of 15lbs to 60lbs, or one of those sets you can load up on yeah, you should be fine.
If you only have one pair then probably not.
