Dynasties work differently to Empire, a Dynasty basically rule All Under Heaven while the Empire of China was more of a way to set China into the Westphalia system.
But most likely the name Empire of China was used instead of founding a new Dynasty because
1: The Dynastic System had pretty much lost much of its foundation after BTFO by foreign powers
2: Nationalism was introduced to China for the first time and the idea of China being a nation state emerged
