How old are you? Calculate your BMR, then workout daily with cardio alternating and eat at a 1-200 calorie deficit and you should be able to lose your torso body fat while building your abs.

Use myfitnesspal to count your calories. Use EatThisMuch to help you with meal prep, the app is phenomenal. It generates you meals, it generates you grocery lists for you; it gives you macro goals and nutrient goals. The library for it is quite large.

Get a fitness HR tracker based on the following recs:

Fitbit HR (~129.99)
>splash proof
>great app
>great trend logistics
>sleep tracker
>can't wear it into the shower
>can't go swimming with it

Garmin Vivosmart HR (~129.99)
>solid app, good trend logistics; but not as invested as fitbit
>sleep tracker
>touch screen
>can receive notifications from as many different sources as you allow via the app on your phone
>music control
>weather integration
>can go swimming with it, can take it with you in the shower
>can throw it into the washing machine and you'd be okay
>has a 50 meter dive rating

Finally, if you want to deviate from EatThisMuch or break the monotony of it, use Yummly to come up with recipes that are variable in calories and rich in protein, based on whatever ingredient you want to use as your primary that week.
