Been lifting in earnest since October 2015. Any recommendations for what to work on? (I know my shoulders need work)
I really want to put on mass, but can't seem to eat enough try as I might. Should I cut back on the cardio? Is it really the gains killer it's hyped up to be?

I think your chest needs more work too. Bench, flies, peck deck, incline db bench. every second day

Fix posture and keep lifting to get rid of the circled area.
Are you doing enough pulling exercises focusing on your upper back?
Relieve tightness in your front delt/chest area to fix posture by doing pic daily

11lbs in 4 months is solid progress, just keep lifting more and let your physique fill out. The circled area is from your flared ribs probably, focusing on your abs and posture will help fix that. It also looks like you are leaning forward slightly I would recommend strengthening your abs, lower back, glutes, and hamstrings to fix that. im trying man i really am, im a fatty at heart i used to be 260 lbs. I still live with my parents as im only a freshman in college so its kind of hard to eat super clean when my parents are constantly eating like shit because i cant really afford to buy my own food. but thats just a shitty excuse and i really do need to cut

I don't know if you already track your calories / macros, but that would help a lot when you don't have a really "clean" diet.
I know it's harder when you're not the one doing the cooking / meal prepping, but even rough estimates will be helpful.
If you get sufficient protein and try to stay under your maintenance for 300-400 calories, it'll be a good cut.

That said, your frame and traps-shoulders-arms all look great.

yeah ive never really tracked my calories just kinda tried to be conscious about how much im eating and what im eating. I'm going to just force myself to start counting them because i think not counting them is whats hurting me. Thanks for the advice man hopefully in a months time or so i can post back with some progress !
