How exactly do you rest? Like do you put the bar back and then wait 5 seconds or if you're like benching do you just leave your elbows locked for 5 secs

depends. did i immediately fail the first rep? probably didn't warm up correctly or got off-balance. i'd rest a bit and try the same weight again.

if i can only do 3-4 reps instead of 5? lower the weight and do sets of that.

Okay, theoretically, what if on my 4th set out of 5 of overhead presses I only do 7 out of 8 reps and I'm only lifting the bar? Do I go down to dumbbells? :/
