There were actually a handful of bodybuilders in the pre-steroid era who had FFMI of slightly over 25, but I'll assume that those are the rare genetic freaks.

The highest FFMI ever achieved natty was probably Jack Delinger who had 28 in 1949. Steroids were not used by athletes outside of clinical trials until 1951. He was obviously a major outlier.
