It's different for everybody. Since you're cutting don't worry if you stall and focus on your form. The gains will come

They aren't that bad desu. Contrary to what fit will have you believe, you don't need to be a genetic freak to look good, and if you put in work(with an actual program, not just going around the gym doing random shit) and have a consistently good diet then you'll be fine

Maybe you could see an endocrinologist to rule out a hormone imbalance. It's probably just your diet tho man.

Don't worry about whether to cut or bulk and just LIFT. You can worry about your diet after you've been lifting for 3mo
