Chainlink is a network of off-chain oracles that reach consensus on data that exists outside of the blockchain so smart contracts within the chain can react to the outside world. For example, the USDEUR exchange rate. Chainlink nodes are acting as oracles for the smart contracts.

Ark and Chainlink are completely unrelated. Chainlink does not "connect" different blockchains like what Ark is trying to do.
