It was considered decadent and frivolous. Not really effeminate in the way that we'd think today, just sort of weak. For instance, Frederick II's father beat him for wearing gloves in cold weather. Frederick William wanted his children to live basic military lifestyles and focus on the military and the state, but Frederick II liked to read books, enjoyed music, poetry, cultural things.

Although I should say, by the time he ascended the throne, Frederick II had dropped his interest in culture and basically refused most types of court and court ceremony. He left it up to his wife but rarely gave her enough money to create enough pomp as was considered acceptable for an imperial court.

He was „a representative of a reactionary class-line within German history“, and "he personally contributed to the role of Brandenburg-Prussia as the most baleful among the states on German territory". Thus the verdict of GDR-Historian Heinz Kathe in 1978.
He was "the first protector and promoter of human rights in the 18th century", and he "made Prussia the most progressive state in Europe", said the federal German publicist Wolfgang Venohr 1988.
Rarely was a personality seen more ambiguously than the "Soldier King", Frederick Wilhelm I of Prussia, who ascended the throne of the then still young Kingdom on 25th of February 1713. Henceforth he considered himself both chief economist and field marshall of the country. The latter extended over more than 1000km from Kleve, left to the Rhine, right up to the Lithuanian neighbour city Memel. This rather unorganic, seemingly random, construct required protection more than anything else in order to survive, which meant mustering all of its strengths.
Frederick William I deliberately sacrificed courtly splendour for power, for things that were „genuine“, as he frequently put it. Within few years he turned the under-developed country that predominantly relied on imports into one of Europe‘s biggest exporters. One one hand, there were few countries with taxes as high, but there were even fewer where the state spent so much on infrastructure and subsidies. Some historians go as far as to argue Frederick William I was an early Socialist. Wolfgang Venohr called him a „Revolutionary on the Throne“.

The country needed educated people, thus the King decreed as early as October 1717 compulsory education for kids between five and twelve years of age – unique in contemporary Europe, although some Prussian villages did not even have a school at the time. And the country needed immigrants. 1732 the King offered refuge to 25,000 protestants from Salzburg, who had been driven from home, in East Prussia. He paid for the travel costs, gave them lifestock, seeds and tools. The mountain dwelling Austrians worked a marvel in a country that was still mostly consisting of primeval forest and swamps.
However, one should not imagine Prussian immigration politics to be handing out citizenship all too randomly. The state did not need just people in general but workers and producers. Societally marginalised groups were quite unwanted. In Prussia there were multiple laws that prohibited beggars, vagabonds and „other useless rabble“ entry. Frederick William went as far as to order in 1725 that „all Gipsies caught at the border shall be punished at the gallows“.
From 1713 on, a part of Prussia‘s economic miracle was an eager construction business. A few palaces in the newly built Fredrichsstadt of Berlin aside, most of the buildings were however mundane buildings: community centres, schools, barracks, fortress buildings, hospitals and poorhouses, without any pomp or decoration. They were plain and frugal, like the Monarch himself.
Without luxury was the royal cuisine as well. Very much to the dismay of the royal consort, Sophie Dorothea, and the courtiers, Frederick William preferred „peasant like“ meals, such as pies with bacon, cabbage with beef and innards.

The King‘s favourite was the military. Being the first Monarch of his period to always wear uniform, he often declared how he feels „a real pleasure, if the troops are well“. He raised the army‘s size from 40,000 to 81,000 men. The soldier‘s profession, which at the time was in almost all other European countries regarded disgraceful and despised, became highly honoured in Prussia. Who wears „the King‘s coat“, could be certain to be treated with respect. 1717 a military academy was founded to turn the local gentry into officers – and most of all tie the aristocracy to the army, the monarch and the state. Frederick William managed to turn the aristocratic ethos of personal freedom and sovereignty into one that was rooted in service and duty to the nation.
At the same time Frederick William thought in a surprisingly National-German fashion. 1727 he said „No Englishman or Frenchman shall lord over us Germans. I shall hand my children swords and pistols into the cradle, that they shall keep the foreign nations out of Germany“. His favourite toast went „To Germania of German Nation! A bitch‘s cunt is he who doesn‘t mean it by heart!“

As a young man the Soldier King already developed a fervent work ethic that neither spared his own nor the health of others. Everything had to be done „cito, citissime!“ (faster, fastest). His character was that of a petty bourgeois that was frequently driven into fits of rage by his work in statesmanship. Threatening lazy officials: „They shall either dance to my tune or I shall be the devil‘s. I will have them hanged and stir-fried, like the Tsar does.“
This proved effective. A love of order, proper organisation, timeliness and thoroughness became the highest commandments in Prussia and the King himself, who lived by these virtues, provided the example. His working days rarely ended before ten hours.

Particularly characteristic of the Soldier King was the fourth point: „A King who wants to rule with honour in this world needs to do everything himself.“
