Negatives are what you described. Start with 3 sets of 8 3 times a week. At the start of week 2 start doing 3x8 pull ups 3 times a week and do as many actual pull ups as you can each set and finish the rest with negatives.

What I used to do when I sucked at pull-ups is this:
Stand under the pull up bar
Jump up to it
As you grab it pull up with the momentum of the jump
Try to pull yourself as high as possible then hold it at the top for as long as you can
When you feel you're getting weak do a slow negative
Then repeat this as many times until you're burnt out

Most gyms should have an assisted pull-up machine. Just set it to a weight where you can do 3 sets of 10-12 pull ups, then as you able to do that more easily, move the assist incrementally down.
