Lowering your body fat does more to make you look muscular than anything else. His muscles only look bigger on the right because he is leaner.

Eating extra calories to 'bulk' only raises body fat and will do nothing to help you achieve your goals.

Hopping on gear doesn't change your routine, if you don't do accessories like traps,forearms and calves roids will only marginally increase them.

A small deficit cut won't make it impossible to gain muscle, it simply won't be the optimal choice for building them. Only by getting on a bigger deficit you actively halt muscle building, and with a big enough cut you'l actually lose them a bit.

For exact numbers, see a professional. And try to not take advice from anonymous people in an anonymous board as ultimate truth (this post is not an exception).
