No idea about the skin tone one, but the IQ map is notoriously iffy. A third of the countries don't have any data at all, and their IQ figures are obtained by taking the average of the neighbouring countries. The ones that do have figures often only come from one or two data points taken at some missionary school somewhere. Only a handful of developed countries have anything resembling statistically meaningful IQ tests done.

And access to a much better standard of education. In places they do they do access to top faculties they do pretty damn well like anyone else really.

They don't pay as much as the new majority population. They tend to outperform others and slide into higher education with scholarships/grants/reduced tuition.

It seems like half of the FOB's I new back in SF who came youngish wound up at U.C. Berkeley with scholarships covering the full term of education, sometimes covering costs of living (housing/food) from B.S. up to the Master's level.

If you mean by strongest to do cultural and racial suicide then yes.

To be honest, it doesn't matter if it's true or not, you only need average or slightly above average intelligence to achieve great things, Attitude and determination(such as "EQ") are more important to most people.

IQ tests show not intelligence but ability to pass specific IQ test.
I remember some study that point how untrustworthy these tests were used in different cultures.
There is also issue of cheating(that is supposedly happen a lot in India/China/Korea) and a mount of preparedness or time sacrificed to study these tests.
Obviously population that lack knowledge or cultural similarity would fare worse on tests even with the same or higher IQ.
The same goes for population that never see these tests before vs population that prepared to pass these tests.
Not even mention testing groups.
Overall its bullshit. Some scores are inflated or cheated other either lowered based on incomplete data or because tested population lacked knowledge9education) or cultural reference point.

Which is why I said you at least need "average" or "above average" intelligence, aka you can't be a literal "retard". But you don't always have to be a super genius to achieve something nice, like being rich or have a diplomat.

For example, most military in the world only accept people with 100+ IQ to be officers, but you don't have be IQ180+ genius to be good officer.

Proof: I am italian. Only 1/3 of the population barely has higher education, and outta them the ones with high IQ are just a bunch on FVG and Veneto (terroni can go as low as 80 in Sicily.
