You seem to imply that those problems aren't the consequence of the lack of a vivid economy.
The few money that don't get lost in the sea of corruption, a consequence of the lack of opportunities, only give to the south the means to continue buying up what the north produces, while northern industries enjoy a bigger market than their actual possibilities and access to a wide pool of cheap workforce.
Really, the unification and the current state of Italy is an affair for the north of Italy way more than for the south, a region that has always been historically rich aside for the last two hundred years.
