answer "Ishtar" is just a speculation no better than "Lamashtu" (who, contrary to what said about Ishtar, was really demon goddess).
Also it could be one of the hundreds of other female deities or spirits, or even one unnamed female protector spirit (which also would be fine).
Ishtar is almost never associated with birds, for instance, so her having those feet is highly unlikely. However, it's not impossible.

Also, fun fact for you, there were many Ishtar goddesses in ANE, especially since VIII century BCE (Assyrian times). In those times you could have many Ishtars on one god's list - one unspecified Ishtar (the "main one") was relatively high on the list but local "manifestations" were treated like totally different goddesses, like Ishtar-of-Nineveh and Ishtar-of-Arbela.
