The stereotype extends farther than just memes on the internet. It's largely due to post WWI battles and British propaganda. But by all means stick your head in your ass it's all you're good for anyway.

Frenchfag here, I'd say it's more about the perception of states and what "France" and "Italy" can mean. France's been made an united state with a somewhat structured army in the late 15th century, and has been more influential (as a body of power) in european politics than Italy. Italy was unified in the 1880's, and thus has had less occasion to behave as a state at war since (except for these two unfortunate events that are ww1 and ww2).

But the italian city states and sovereign provinces have a glorious history of fighting, from the Genoan crossbowmen to the Condotierri, Italia definitely has a strong military culture (and check that old renaissance sport, Calcio Fiorentino, played with a heavy leather ball and a lot of grappling. Much more violent than modern soccer).

I'd say France and Italy have been the relative "victims" of the last conflicts they've been engaged in (world wars and the numerous colonial theatres), not being able to realistically change the outcome of these wars. (No colonial war of independance was ever won by a european power, and their influence in WW2 was limited, may it be by a lack of economic, diplomatic or military means)

But overall, I'd say both countries have shown positive examples on the field, and that the matter is in fact much more related to other factors, organisation, logistics, political will, than military might alone.
