This can absolutely be in the case in many traditional martial arts gyms. However, we trained in brazilian jiu jitsu together back in the mid 90s. There was no "blue belt" or "black belt" test, the instructor gave rewarded you with a new belt if see saw improvement in your game. And he didn't pay attention to you if you didn't at least compete once a year.
