But the reps go down on ID and the weight goes up. So the intensity is increasing over the whole 3-week cycle and the volume is decreasing (because there's less reps on VD and RD)

I could do more volume like Sheiko and make gains but if I peaked every 3 weeks and added 5lbs every time that would also mean gains
The thing is, you don't need 3 weeks to peak for nothing.
Go with 2 weeks of volume and 1 week peaking into ID. Or something like that.
You'll make a lot more progress by doing more volume.
