Scientifically proven yes, that is indeed possible. Getting above 25 is usually sign of steroids so as you can probably figure out reaching 24 means you are pretty much at the fucking absolute peak of top tier prime genetics and obviously means your training and diet must be near perfection.

So realistically speaking it's not very likely but possible as natural yes.
