1. It's located on the most heavily trafficked sea lane in the world
2. It's free and easy policies towards business work above its weight because it's located in a region difficult to do business in (if everyone adopted those policies the relative advantage of these policies would evaporate)
3. It's small size allows government policies to be tailored precisely

This to be honest. Centralized government works when you don't have competing interests trying to sabotage it like in democracy. The advantage of competing interest is checks and balances though because single party rule can also go off the deep end with central policy.
