It's kind of true though, genetics can determine your maximum potential. In addition to that a person who was fat previously will gain fat a faster rate than someone who wasn't fat in the first place. You have to have a much more rigid diet as an ex-lardo than as an ex-skeleton.
Steroids work the same way except with musculature. Someone who has used steroids, even once, previously will have a higher genetic potential than a person who hasn't. You're not just changing your outwards appearance by doing steroids or losing fat, you're either recruiting more cells for protein synthesis (steroids) or making more fat cells (gaining weight), and once either of them happen a significant amount you can't get rid of them. Them being the cells of course.
